The person must go through an Artisans OSRS gold Workshop to make the burial armor. To locate the Artisans workshop, look at the southeast corner of Falador. On the workshop's jap aspect, a dwarf Suak could be at one side of the anvils. Get him to instruct you on about how to build it. If Sten displays to you, Suak will inform you the best piece of armor you need to create. If you're able to do what Suak's instructions, you'll gain an advantage and praise. When Suak asks for armor changes, inside the anvil, you can choose the armor piece, and then save your work.
