How about selling missile -- and missile-defense -- secrets to China? I just finished saying that a long term alliance with China makes sense to me as a bedrock element of our foreign policy. That doesn't change anything: any true alliance is built on a healthy combination of shared interests and mutual respect, and the latter part of that includes "reasonable fear that we can't knife you and get away with it." Si vis pacem, para bellum. The penalty may be as severe as life in prison. That's not good enough. The law is weak. That is why we keep having these problems.
