Charles "Cully" D. Stimson is a leading expert in criminal law, military law, military commissions and detention policy at The Heritage Foundation's Center for Legal and Judicial Studies. His credibility on this issue is huge and he mad a number of very important points. I hope this bill gets legs as otherwise we have handed the terrorists a victory they didn't earn.
