Auftragstaktik" for a long time...
Chaos (complexity) + hubris. The fact that small groups of people (i.e., Congress, etc) think they know all they need to know about, oh, say, something as complex as the health care system in the US, and that they can produce a unitary plan to fix it. Or conduct a war on poverty. Or drugs.
I.e., central planning works best, because we went to Ivy League schools and such.
Only it doesn't.
