Actually, he's consistent. He hasn't sent them any guns, either.
What went on in Libya, Egypt, and is on-going in Syria is a perfect example of gun ownership as a "natural" right, derived from a person's inherent being, vice a privilege granted by a cabal of people with an interest in making sure you will, in the end, do what you're told, regardless of what you're told.
Sure it's a double-edged sword. So it's best to be the kind of governing cabal that doesn't inspire the citizens to draw that sword. Which.really.is.the.point. of the 2nd Amendment, ugly as that sounds to people for whom government is the answer to everything. *You* are why the 2nd was put there. And the 1st. And all the rest of them, frankly.
