Argghhh!
Back in the day, Colonel Henry Leavenworth set out to establish a fort.  As was not unusual then (and still not now) higher headquarters didn't always have the best view of what the ground looked like. 

Colonel Leavenworth decided to, modify his orders, without seeking the blessing of higher.  The lesson of "It's easier to be forgiven than to get permission" is an old one - one the Neanderthal's probably knew.  As related in the official history of Fort Leavenworth...
