It's an acronym... who knew? That said - this has a lot to do with the number of civilian casualties. When you stuff your military targets full of civilians, they get killed. When it happens by accident, it's a tragedy. When it's done on purpose, it's a war crime. But Hamas, et.al., get a pass on that, while opponents of Israel get to scream "War crime! Genocide!
